Dr Victoria McCloud, UK High Court.

Judge Victoria McCloud sits in London as a judge.

She is a Chartered Psychologist, and Advisory Head of Interdisciplinary Collaborations at the Sorbonne, France. She is a former Visiting Professor, Tashkent State University of Law, Uzbekistan and former Senior Associate Research Fellow, Institute of Advanced Legal Studies, London among other appointments.

She is an international speaker on legal technology and data including cross-border issues, and diversity and culture. See  “Suing in Cyberspace”, Civil Justice Quarterly, January 2016. In 2015 she obtained Judicial training at the Hague Institute for Global Justice, on Prosecution of Crimes Against Humanity and War Crimes. In 2023 she was invited to speak at the Hague on war crimes and cultural expertise, ahead of War crimes prosecutions arising from the Ukraine war. She delivered the keynote address to the American Bar Association Cross Border Institute, on Cyber War crime with reference to Ukraine.

Her publications include ‘The Surveillance & Intelligence Law Handbook’, and legal books. She has been called as an expert witness in the UK Parliament on the relationship between the citizen and the Stare, see “Privacy Impact Assessment and Public Space Surveillance”, Covert Policing Review [2007] Vol. 2 p4-17. Her most recent work on international crime and technology is a chapter in Countering Terrorist and Criminal Financing: Theory and Practice, 2023, by Routledge.
